I feel you actually write about these types of situations already, and Robert E. Howard (and more) as well, where the ruling class or the loudest influence at the time, dictates the streets of "civility" while suppressing others that don't bow to them. They're typically toxic background noise as you and Robert focus more on the relatable protagonist that we as readers gladly follow on an adventure that pits them against that toxic environment, or takes them out of it elsewhere. But maybe I'm babbling.
